Local Contracting

Selling to your local cities and counties is a great way to get your feet wet and gain some experience with government contracting. Generally speaking, the scopes of work and administrative burdens on new bidders are lesser than with federal contracts.

You will need to register individually with each local agency to receive notifications and to respond to new bid opportunities. Solicitations are generally posted publicly on each agency’ website. 

In many counties and cities there are local business preferences (for example, LBE certifications), so look in your county and city first. Also, check to see if they accept the State of California small business certifications.

TIP: You can usually identify a city’s purchasing website by entering into your web search engine:

City of [Name of City] purchasing” or “City of [Name of City] procurement

For example, search for “City of Oakland procurement” and the second result is their list of open RFP’s.
