Turner & Turner Electric, Inc., a certified Disadvantaged Business Enterprise (DBE) and Service Disabled Veteran Owned Business (SDVOSB), was founded in 2010 to furnish electrical construction services for residential and small commercial projects.  Before working with Norcal PTAC, Turner & Turner’s President, Ronald Turner, had over 25 years of experience in the field as an electrician but the company had no past performance in contracting with the government. Turner & Turner Electric was first introduced to Norcal PTAC in 2016 and still consults with PTAC Specialists on a weekly basis.

CHALLENGES

Turner & Turner Electric came to Norcal PTAC with very little knowledge about how to get started with government contracting. They needed guidance on which government certifications would be beneficial for their business and how to enter the public works market. Turner & Turner’s Operations Manager (the owner’s wife, Jehnell Livingston-Turner), came from a human resources background and had no knowledge of the construction industry. The company needed coaching on industry standards, bidding and estimating, and project management.

ACTIONS

Since 2016 Norcal PTAC has spent more than 100 hours counseling Turner & Turner. They received guidance on how to utilize their DBE certification and get certified as an SDVOSB. Additionally, Norcal PTAC’s Construction and Public Works Specialist spent many hours coaching the owner and his wife on public works processes like how to develop an estimating spreadsheet, find bid opportunities, win bid opportunities, and manage projects. Lastly, in 2020, Turner & Turner was referred to our partner program, the Small Business Development Center, for support with financing while they continued to work with the PTAC. 

RESULTS

Turner & Turner Electric, Inc. won their first construction contract, totaling $269,861, with one of the largest prime contractors in the industry, Balfour Beatty Infrastructure, Inc., for a CalTrain project. The company’s DBE certification coupled with several hours of coaching on public works bidding processes played a vital role in their success. Norcal PTAC’s assistance has given them a new perspective, and helped develop a positive and confident attitude in building their business.
